The Early Childhood Facilities Fund (ECFF) is funded by Measure C, the Children’s Health and Child Care Initiative for Alameda County. Measure C is a 0.5% sales tax that was approved by voters in March 2020 to generate approximately $150 million annually for expanding access to early childhood education in Alameda County. On June 10, 2025 the Alameda County Board of Supervisors unanimously voted to adopt the Measure C 5-Year Plan.
