No. For RFA 2, eligible construction and renovation projects only include new construction and major renovations to increase licensed capacity. The intention is to create new spaces or replace spaces lost due to declared natural disasters. If a site can expand, then construction and renovation costs may be covered, including roof repair, replacement, energy upgrades, climate mitigation, etc.
