Do all of the children I serve have to have state or local subsidies? Is there a requirement on how many enrolled have to have subsidies?

There is no minimum number required for children enrolled receiving subsidies. The Applicant must currently serve any number of children receiving subsidies or plan to serve children receiving subsidies with the expansion.
