The NCMR grant focuses on expanding capacity from a small FCC license to a large FCC license. A large family child care home would not be eligible to expand their physical space under this grant, because they already hold the max capacity under their current large license. The exception is, if the applicant needs to recover lost capacity due to a state or federally declared disaster as defined by WIC section 10310.1(k).
